I have a IDE hard disk , I want to know is there any cable available which I can use to connect my hard disk to USB and can have external hard disk facilities?
Yes there is... You're looking for an internal to external IDE to USB. I used one a while back to copy all my data off of my failed computer.
I would suggest an External IDE HD enclosure.

Can you tell me from where I will get this cable from? Is there any place where I can buy?

It's not just a cable. It's an enclosure as Robert said. Hard-drive needs data cable and power cable. Usually there will be a fan built into the enclosure to keep the drive cool.
I have a few of these in my shop for hard drive backups & repairs.

I have IDE 2.5 -> USB, IDE 3.5 -> USB, & SATA -> USB

I also have an older AT Power Supply to power the 3.5 & SATA drives.
Its little costly there I have got it from ebay for 10 USD with free shipping for the same product, thansk for the support
