What Are the $INPLACE.~TR and $WINDOWS.~Q Folders and Can I Delete Them?

Upon finding these folders on my Windows 7 installation (an upgrade) I researched them and found that article. Those files (in addition to Windows update log files where taking up over 800 mb.

To mention some more points in the article, you can safely remove these files. All you need to do is run Disk Cleanup as an administrator, and you will be able to remove unused Windows upgrade files.
